Compiled by researchers from the Canadian Labour and Business Centre (CLBC) and the Canadian Policy Research Networks (CPRN), the report is a significant contribution to the current debate on how best to ensure Canada has enough qualified physicians to meet the needs of its citizens. As part of completing the Occupational Data Assessment and Trend Analysis study, the CLBC/CPRN team reviewed specific data from the recent National Physician Survey. Among its many important findings, the Task Force Two report confirms an important shift in the aspirations of medical students and younger physicians, as compared to older physicians. The findings point to a majority of younger doctors wanting a better balance between work and personal life. They believe that working in inter-professional collaborative teams is the way to achieve this. The report also confirms a shift in the gender of new physicians, with 60% of medical students being women. This will have important implications for practice styles and areas of practice. In terms of recruitment and retention, the report suggests money alone is becoming a less important incentive for physicians to stay where they are needed most. In an increasingly competitive global marketplace, the quality of work environments, quality of life and flexible professional roles and responsibilities also make a difference in the choices made by physicians. The report also issues an urgent reminder to health planners in Canada that the aging of the workforce and the anticipated labour shortages this will bring about will affect not only physicians but also the faculty in teaching hospitals, medical schools and research centres. We face the very real risk of not having the people in place to train the next generation of physicians in this country, explained Dr. Hugh Scully, Communications Co-Chair of Task Force Two. The domino effect from this shortage could be felt for decades. /more - 2 - The report suggests that the workload expected of Canadian physicians may well be adding to the challenge of recruiting and retaining qualified physicians. We need to consider the European and American physician HR environments on this issue, explained Dr. Scully. We can learn a lot from these countries in terms of how they handle the number of total hours physicians can work or are mandated to work per week, compensation models and hourly rates. What we do know is that fatigue and burnout are serious factors influencing physician performance and the demand is increasingly pushing physicians far beyond reasonable working circumstances given the future healthcare needs of our population. Finally, the report cautions that the conventional silo approach to health human resource planning is not well suited to developing long-term solutions. Physicians are more mobile than ever and more of them are working as part of integrated and inter-professional teams, explains Dr. Scully. To address these challenges, health professionals and planners will all need to work together and look beyond borders and existing specializations and disciplines.
